New York Governor Kathy Hochul recently signed the Responsible AI Safety and Education Act (RAISE Act) into law, establishing the state as a central regulator for advanced artificial intelligence alongside California.

The RAISE Act targets the industry’s most powerful tools, such as Google’s Gemini, OpenAI’s ChatGPT, Meta’s LLaMA, and Anthropic’s Claude, to reduce catastrophic risks to mankind, like the development of bioweapons.

Under the law, developers of both large and small AI models must submit detailed risk-assessment plans and report critical safety incidents to a newly created oversight office within 72 hours. Companies that fail to comply face financial penalties of up to $1 million for a first violation and up to $3 million for repeat offenses.

The law comes just one week after President Donald Trump signed an executive order intended to override state-level AI mandates.

Meanwhile, California Governor Gavin Newsom signed the SB 53 law in September, which goes into effect on New Year’s Day. It provides a framework for AI industry consistency.
