A gunman opened fire at a military recruitment center in Russia's Irkutsk region Monday. The 25-year-old has now been detained, the local governor confirmed.

The shooter, Ruslan Zinin, was opposing Russian President Vladimir Putin’s “partial mobilization” announcement of an estimated 300,000 citizens to fight the war in Ukraine.

Russia has witnessed around 17 attacks on military recruitment centers since the announcement was made on Wednesday. There have been 54 such attacks since the war started in February.

Putin’s announcement prompted Russians to attempt to flee conscription by reaching the country’s border. According to new legislation signed by Putin on Saturday, anyone who refuses military service, or attempts to desert or surrender will be awarded 10 years in prison, per the Wall Street Journal.
