Mamdani targets New York delivery worker model

New York Mayor Zohran Mamdani is supporting a proposal that could force major delivery companies, including Amazon and FedEx, to change how they hire thousands of personnel.

The Delivery Protection Act would require companies to hire delivery workers directly rather than through subcontractors. Warehouse operators would also need to obtain city licenses and meet new safety, training, and employment standards.

Mamdani says the plan would improve worker protections and reduce traffic accidents. A 2025 city comptroller report found injury-causing crashes increased in 78% of neighborhoods after last-mile delivery facilities opened nearby.

Supporters argue that the current system gives companies a way to pay workers less.

Amazon and other critics say the bill could drive up prices and delay deliveries.

The company also says it could move its New York warehouses outside the city if lawmakers approve it. It warned that over 5,000 drivers working for its delivery partners could lose their jobs.

If passed, New York could become the first US city to require direct employment for last-mile delivery workers.
